I believe that maybe the best thing at this point is to move to another sector until I am at a level where I can fend this player off. I have made several attempts to squash the issue with no result. This began weeks ago with two attacks on my fleets and my base. It has continued non-stop to the point where I can no longer seem to continue to grow. It's not worth the frustration.
